Academic Services Technology Plan Progress Report

Columbia State Community College implemented the Academic Services Instructional Technology Plan in August 2003.  This plan was designed with several objectives in mind, which included training faculty to use applications essential to job performance, enhancement of the curriculum, strengthening instructional delivery and fostering greater communication.  In the brief time since the plan was implemented, we have made astronomical strides in achieving the goals which were established at the beginning.  These goals have become a reality with the investment of an enormous amount of time, energy and commitment.

Goal 1: Create an annual Division Technology Plan to identify instructional needs and align division goals with the College’s strategic goals.

Goal 1: Create an annual Division Technology Plan to identify instructional needs and align division goals with the College’s strategic goals

1. The Distance Education department will send the Annual Faculty Technology Survey to all faculty electronically. Achieved Annually:
Survey software has been purchased and is supported by the FITT center staff.
2.

Faculty will submit an Annual Faculty Technology Survey to the Distance Education department.

3. The Distance Education department will maintain a database and distribute survey results to all Division Chairs. Achieved Annually
4. Division Chairs will complete the Annual Division Technology Assessment Form using results from the Annual Faculty Technology Survey and submit it as an attachment to the Annual Level One and Level Two Program Review. Achieved Annually
5. Division Chairs and coordinators will evaluate the need for AIDM course development as part of their annual technology plan. In Progress
6. Faculty interested in developing an AIDM course will submit the “Alternative Instructional Delivery Method Course Proposal” to the Division Chair and the Director of Distance Education.

7. Division Chairs will evaluate The AIDM Course Proposal and approve or disapprove within two weeks of receipt of the proposal.

8. Division Chairs, Department Coordinators and faculty will review the Distance Education Evaluation and use the data for planning and evaluating In progress
9. The Director of Distance Education will select faculty technology mentors from qualified volunteers. Achieved:
Currently there are 13 Faculty Technology Mentors for 2004 / 2005.
10. The Director of Distance Education will select qualified faculty to serve on the Instructional Design Team. Achieved:
The Instructional Design Team is made up of 5 faculty members who have experience teaching on-line, the Faculty Instructional Technology Specialist, and oversight provided by Director of Academic Support Services and Distance Education.
11. The Discipline Technology Assessment form must be Achieved and attached to the Level 2 Program Review. Achieved
12.

Division Chairs will complete the Annual Division Technology Plan with information gathered from the Discipline Technology Assessment Form and submit them with the Annual Program Review to the Vice-President of Academic Services in February.

Goal 2A: Provide technical support for faculty by:  Providing faculty with training and assistance in implementing instructional technology by establishing a training center staffed with a part-time trainer.

1. The Faculty Instructional Technology Training Center will be staffed with a part-time technology specialist. Achieved

The Faculty Instructional Technology Training (FITT) center will be located in W238. The FITT center will provide these functions:

 
  The FITT center staff will be responsible for ongoing communication with other departments regarding technology Achieved
  The FITT center staff will develop faculty-training materials. Achieved:
Training manuals for Word XP, PowerPoint XP, Windows XP (Basic Computers), Internet Explorer 6.0, Outlook XP, FrontPage XP, WebCT have been created.
  The FITT center staff will research and evaluate software that may be useful for instruction. Achieved
 
  The FITT center staff will maintain a database of all training sessions and faculty attendance. Achieved
  The FITT center will sponsor the Faculty Technology Showcase where faculty can show "Best Practices" of using technology to enhance learning. Achieved
  The FITT center staff will invite outside consultants to provide training on pedagogy and curriculum design. Achieved

Goal 2C: Provide technical support for faculty by: Establishing a testing center at the Columbia campus to accommodate students enrolled in AIDM courses.

1. The testing, located in the Jones Student Center, will be expanded to provide testing to students enrolled in AIDM courses. Achieved
2. All methods of test distribution must follow the current distance education testing procedures. 50% of faculty using WebCT are testing online. Achieved

Goal 2D:  Provide technical support for faculty by: Providing reliable test proctoring at all extended campuses to accommodate students enrolled in AIDM courses.

1. Extended campus directors will assign test proctors who have demonstrated proficiency in the following:
  • WebCT test proctoring Use of e-mail with attachments.
  • Basic Windows file and folder management techniques.
  • Awareness of basic college testing policies and practices.

2. All methods of test distribution must follow the current distance education testing procedures.

The preferred testing method for Internet, Video and Hybrid courses is WebCT

Goal 2E: Provide technical support for faculty by: Establishing an Instructional Design Team to assist faculty with curriculum design and pedagogy.

1. Faculty who have experience with web technology and pedagogy will be invited to serve on the Instructional Design Team. Achieved
The Instructional Design Team is made up of 5 faculty members who have experience teaching on-line, the Faculty Instructional Technology Specialist, with oversight provided by Director of Academic Support Services and Distance Education.
2. Faculty serving on the instructional design team will be awarded with one-hour volunteer leave time per hour of assistance provided, outside normal work hours, to faculty. Achieved
3. The Director of Academic Support and Distance Education will provide oversight for the Instructional Design Team. Achieved

Goal 2F: Provide technical support for faculty by: Selecting faculty to serve as Technology Mentors to assist faculty interested in using technology.

1. Faculty who have experience in using technology will express their interest in serving as a technology mentor by contacting the Director of Distance Education. Achieved:
Currently have 14 Faculty Technology Mentors for 2003/04.
Faculty Mentors On-Call - An FTM calendar has been created in the public folders section of our exchange server.
2. Faculty Technology Mentors will receive 15 hours of volunteer leave time per semester. Achieved
3. Faculty Technology Mentors will be given priority for funding of professional development activities in technology. Achieved

Goal 3A: Provide faculty training by: A. Increasing faculty computer skills by requiring training in core computer competencies by all faculty.

1. Core computer competencies will be established by the Technology Implementation Committee. Achieved:
A core skills minimum has been established and core computer training materials has been created around the specified minimum skills.
2. Computer core competencies are grouped into modules and training will be provided by the FITT center staff.
  • Subsequent training will be provided as the college adopts new software versions.
  • Training will be scheduled throughout the year.
  • Adjunct faculty will be encouraged to master core competencies.

3. Early adopters may test for competencies in lieu of training. Achieved:
Experienced faculty can be given experiential core competency credit in lieu of training by their Division Chair.
4. Individual training will be assessed during the annual evaluation procedure. Achieved Annually
5. Faculty will be awarded a certificate upon mastery of all core competencies. Achieved Per Semester
6. Faculty must complete all core competency training or receive experiential credit by their Division Chair before consideration for promotion. Achieved

Goal 3B: Providing technology tracks in advanced areas of on-line course development.

1. Advanced training modules will be created for FrontPage and WebCT. Achieved
2. Training will be provided by the FITT center. Achieved:
A monthly training calendar has been established and is available to faculty via the web.

Goal 3C: Requiring faculty who use WebCT as a course management tool to complete basic WebCT training.

1. Faculty will complete level I training for WebCT prior to gaining approval for importing classes into WebCT. Achieved
2. Faculty will require students to complete either an on-ground WebCT orientation or the online WebCT orientation. Achieved:
An online orientation is provided and maintained by the FITT center

Goal 3D: Requiring faculty who use Interactive Television (ITV) for course delivery to complete the appropriate training.

1. Faculty will complete training on equipment operation, troubleshooting, classroom management techniques, presentation techniques and an overview of the Distance Education Faculty Handbook. In Process

Goal 4A: Establish college-wide standards for the development of Internet courses by: Requiring all courses to be developed using WebCT as the course design management tool.

1. Provide faculty with FrontPage and WebCT training. Achieved
2. Faculty must use the approved WebCT course template Achieved

4. Courses created with other management tools prior to August 1, 2003 will be granted “Grandfather” provisions. All courses must be in compliance by fall 2004. Achieved

Goal 4C: Establish college-wide standards for the development of web-based courses by: Offering Flex-Start scheduling to provide more class starting dates to the academic year.

1. The traditional semester will be divided into three equal sessions to provide for flex-start dates. Achieved
2. Division Chairs determine course(s) to be offered using the alternative start dates and schedule appropriately. Achieved
3. The enrollment deadline for these courses will be the first day of the session the course is offered. These courses will not have a late registration period. Achieved

Goal 5A: Provide technical support for students by: Requiring mandatory orientations for students enrolled in Internet and Hybrid courses to reduce technical problems.

1. An On-line orientation will be provided and maintained by the Faculty Instructional Technology Training Center staff, and it will be made available for faculty use. Achieved
2. Mandatory orientation procedures will be published in the course schedule, course syllabus, and on the department or division web page. Achieved
3. Faculty will be responsible for assigning on-line orientations. Achieved
4. Students will complete the on-line orientation for each class he/she is enrolled in by the second week of class. Achieved
5. Students who fail to comply with the mandatory orientation requirement will be dropped from the class. Faculty will complete the Drop/Withdrawal form and notify students who have been dropped from the class by letter.

1. Procedure(s)

*Further study will be necessary to determine if establishing and AIDM Helpdesk is feasible, and the possibility of employing student workers to staff the helpdesk.

Goal 6A: Provide resources and incentives to faculty using technology by: Establishing college-wide incentives to encourage faculty to learn and incorporate technology into the curriculum.

1. Revise the college’s plan for replacing faculty computers to include:  Faculty teaching or developing Internet courses, Web-Enhanced courses, and Hybrid courses should receive first priority. Achieved
2. Faculty using technology to enhance their courses will be recognized and rewarded in the annual evaluation, tenure, and promotion processes. Achieved
3. Provide faculty with software programs in their offices through site licenses or individual copies of software. Achieved
4. Establish an annual “Faculty Instructional Technology” award.
  • Faculty who have demonstrated an outstanding use of technology for instruction may be nominated for the Annual Faculty Instructional Technology Award.
  • Members of the Instructional Design Team will act as the selection committee.
  • Multiple awards may not be given for the same project.
  • Award recipients will be recognized at the annual Employees Honors and Awards Convocation, on the college web page and through press releases.

5. Academic divisions are encouraged to establish a comparable award at the division level.
  • Award recipients, at the division level, will be recognized on the division web page.

6. Allocate TAF funds to support innovative projects.
  • Faculty must complete a TAF Technology Fee Funding Request Form, and the Vice-President of Academic Services will approve / disapprove funding for the project.

Goal 6C: Providing faculty with access to current software applications to assist them with course enhancement.

1. The Faculty Instructional Technology Training center will provide access to software supported by the institution. Software will be located on the systems in the FITT center and faculty resource computers at each campus. Achieved
2. The Faculty Instructional Technology Training center staff will stay abreast of new software applications that will aid faculty in the development of on-line instruction. Achieved
3. Departmental software needs and upgrades will be included in the Division Technology Plan and purchased as part of the annual budget process. In Progress

1. Establish Outlook as the email client used by all employees. Achieved
2. Install Outlook Web Access, a web accessible email client, which works in conjunction with Microsoft Exchange Server. Achieved
